Jaguar XE Steering tilt problems

Hello,

I am having issues with my 2015 XE's steering wheel adjustment. It will adjust in and out but not up or down. I've tried using both toggles on the switch and tried using the memory recall's on the door but no luck. The memory recalls on the door will also move the wheel in and out but not up or down. I've changed the switch which hasn't helped and just pulled out the vertical motor. When I give the motor a few AAA batteries it spins. I've checked the main fuse boxes and can't see a dedicated one to the motors so I am really stuck on what to do next. Any suggestions?
