Dust covers track rods and wishbones

Hi my sovereign 2008 76k miles has just failed its MOT. Nothing mechanical. Rather the dust covers need replacing on the wishbone and track rods. But the garage are insisting that it's impossible to just replace the dust covers, the wishbone and track rods need replacing. The covers are too badly damaged  Is this correct its an extra £1200? They changed the anti roll bar covers last year without any trouble.

Any help is much appreciated.
