2013 Jaguar XF Pats missing crank but no start.

Hello,

 

I'm a new jaguar xf 3.0 supercharged owner and it was purchased as a mechanic special because the car lots mechanic couldn't get it running. Upon going into engineer mode and checking faulty modules I see that the Passive anti theft system module appears to be missing. I checked and the module is there. 

 

My question is would that cause the car not to start? All other systems appear fine and I can even hear the starter turning but it sounds like the solenoid is free spinning. I want to get the car running because it's a beautiful vehicle. Under 100k miles and fully loaded options with a perfect interior. Any help is appreciated and I could use any and all information that could help me
