Automatic Speed Limiter

The ASL button has never worked on my X350 in the 6 years that I've owned the car. I was told once that not all of them have this feature but some had the button even though the device itself wasn't fitted, which seems a bit odd. The cruise works as it should but ASL is completely dead and the led doesn't light up.

Any thoughts or ideas welcome. I've seen a module mentioned in the manual but no idea where it is.
