Hi folks my cars wheel arches are starting to bubble

The body shop price seems very high, and I think your alternative sound much better.

 

I have cleaned up and repaired wheel arch bubbling on two of my son's cars, and while a bit laborious was not too difficult a job. Neither car was a Jaguar, though.  A lot depends on how bad the wheel arches are, but I would still try that route.
