EPC with VIN search

Hi all - opinions are requested please regarding the following:-

 

This website suggests that his Jaguar EPC has working VIN searching.

I was lead to believe that this was not possible without an internet link to Jaguar.

 

Is this worth buying, or is the seller telling porkies?

 

I'd be grateful for any views and informed comment please.
